QuickBooks Workforce Elite

As of mid-2026, QuickBooks Workforce Elite includes a certified payroll report at no additional cost; Intuit says it is not available on the other Workforce tiers. It produces an Excel version of the federal WH-347, pre-filled with employee information, hours, wage rates, deductions and fringe benefits taken from payroll, time tracking and the benefit plans set up in the product.

Intuit is clear that the report is a starting point. You complete the project ID, wage determination number, project week number, apprentice-level details, signature and notes, and QuickBooks does not submit it for you.

QuickBooks Desktop Payroll

In QuickBooks Desktop, go to Reports, then Employees & Payroll, More Payroll Reports in Excel, Certified Payroll Report. It needs a full version of Microsoft Excel. Intuit describes it as a report you can use to fill out the optional WH-347, and notes that its fields were updated for the 2025 version of the form.

The result is a spreadsheet, not the DOL form itself, so you still transfer figures onto the WH-347 and complete the statement of compliance on page 2.

Every other QuickBooks setup

If you are on another plan, or you need the finished form rather than a worksheet, start from two exports you can already make:

  • A payroll report for the week with one row per employee: gross pay, each tax, each deduction and net pay. Regular hours and earnings help PrevailReady confirm the rate paid.
  • A timesheet or time activity export with hours per employee per day and the customer or job. A service item, cost code or trade column lets each hour be assigned a classification.

Fringe plan credits per hour are not in payroll exports, so you enter them once per classification in the project settings.

Exporting time activities from QuickBooks Online

  1. In Reports, open the standard report Time Activities by Employee Detail.
  2. Set Report period to the payroll week (Sunday to Saturday, or your own workweek), or to a longer range: entries outside the week you are reporting are left out.
  3. Click the export icon above the report and choose Export as CSV.

Upload the file as it is. The export starts with the company name, report title and date range, puts each employee's name on a heading row above their entries, and adds a "Total for" row after each employee; PrevailReady reads that layout without any editing. The report's Customer full name column becomes the job and Product/Service full name the classification. Its Rates column is the billing rate charged to the customer, not the employee's wage, so it is never used as the rate paid; the rate comes from your payroll report.

Getting a finished WH-347 from the exports

PrevailReady reads both files as they are. You match the columns, choose which jobs are this project and map your service items or cost codes to classifications once, and from then on each week is an upload. Overtime is worked out on the whole week across all jobs, each journeyworker line is checked against your wage determination, and both pages of the official Rev. January 2025 form are built, ready to sign. For New York State projects, the same upload produces the NYSDOL bulk-upload XML.

Try it with your own export

Setting up a project and checking payroll is free. You pay $9 when you download a week's files, or use a monthly plan. Start free or see a sample WH-347.

Frequently asked questions

Can QuickBooks Online do certified payroll?

QuickBooks Workforce Elite includes a certified payroll report that produces an Excel WH-347 you finish yourself. Intuit says the report is not available on Workforce Payroll or Workforce Premium.

Does QuickBooks create the New York certified payroll XML?

Intuit does not describe a NYSDOL bulk-upload XML export. You can enter payroll in the NYSDOL portal by hand, or build the XML from a QuickBooks export with a converter such as PrevailReady.

Does QuickBooks submit certified payroll to the agency?

No. Intuit states that QuickBooks generates the report but does not submit it. The same is true of PrevailReady: you sign and submit the payroll yourself.
